Other Information
Copyright
The current copyright law, (P. L. 94-553), effective January 1, 1978, is a complex piece of legislation by our federal government. Again, as in so many laws, the language is not written for the lay citizen or educators. Based upon our interpretation of this law, the Keystone AEA Production Services will abide by the following fair use rules:
Single Copies
A single copy may be made of any of the following by or for a teacher at his or her request for scholarly research or use in teaching or preparation to teach a class:
A chapter from a book;
aAn article from a periodical or newspaper;
A short story, short essay, or short poem, whether or not from a collective work;
A chart, graph, diagram, drawing, cartoon or picture from a book, periodical or newspaper.
Multiple Copies
Multiple copies (not to exceed in any event more than one copy per pupil in a course) may be made by or for the teacher giving the course for classroom use or discussion-provided that:
The copying meets the tests of brevity (less than 250 words for a poem; less than 2,500 for an article, story or essay) and spontaneity as defined below; and
Meets the cumulative effect test as defined below; and
Each copy includes a notice of copyright.
Spontaneity
The copying is at the instance and inspiration of the individual teacher (but shall not be used to substitute for purchase of books, publishers' reprints or periodicals, and should not be directed by a higher authority).
The decision to use the work and the moment of its use...are so close in time that it would be unreasonable to expect a reply to a request for permission.
Cumulative Effect
The copying of the material is for only one course in the school in which the copies are made.
Not more than one short poem, article, story, essay or two excerpts may be copied from the same author, nor more than three from the same collective work or periodical volume during one class term.
There shall not be more than nine instances of such multiple copying for one course during one class term.
Additional Prohibitions
Copying shall not be used to create or to replace or substitute for anthologies, compilations or collective works.
There shall be no copying of or from works intended to be "consumable" in the course of study or of teaching. These include workbooks, exercises, standardized tests and test booklets and answer sheets etc.
Copying shall not substitute for the purchase of books, publishers' reprints or periodicals, or be repeated with respect to the same item by the same teacher from term to term.
No charge shall be made to the student beyond the actual cost of the photocopying.
Therefore, the Keystone AEA Instructional Services Division
Will not reproduce copies to avoid subscription costs.
Will make copies of audiovisual works in accordance with fair use provisions or if written permission for duplication or reproduction of the material from the holder of the copyright is submitted with the job request to Keystone AEA.
Reserves the right to refuse to accept a copying order, if in its judgment, fulfillment of the order would involve violation of the copyright law.
The letter you receive which grants permission to reproduce must accompany your job request form and purchase order.

Paper Samples
Keystone AEA stocks a wide variety of paper weights and colors for your copying needs. We have tried to show the color shade along with their color names for your convenience. Please realize that there may be some distortion in exact color due to various computer monitor settings, but we hope this gives you some sense of the colors available.
Ideal for worksheets, memos, updates, forms, and other routine printing. This is the least expensive paper. A selection of eleven colors in addition to white are available. Caution: when printed on two (2) sides the printing may show through faintly.
Excellent for newsletters, flyers, memo pads, brochures, programs, and two (2) sided routine printing. Attractive colors make the finished product eye catching. Most of the 60# papers can be coordinated with 90# cover papers for stunning combinations. For example, try bright canary 90# cover and light weight 60# text canary interior pages or an orange 90# cover with orange 60# text pages inside. Mix and match using the samples of stocked papers.
Elegant paper, nice for brochures or newsletters.
65# is best for booklet covers, tickets, posters, or bookmarks.
Good for tickets, posters, cards, and covers.
Label shelves, books, equipment, or make name tags or bumper stickers. Comes in white and four (4) eye capturing fluorescent colors.
We also stock NCR (Non-Carbon Reproducible) paper. Carbonless papers are designed to transfer/reflect copies of multiple part forms without the inconvenience of traditional carbon paper. The NCR paper choices are listed below.
- 2 part (White/Canary)
- 3 part (White/Canary/Pink)
- 4 part (White/Canary/Pink/Goldenrod)
- 5 part (White/Green/Canary/Pink/Goldenrod)
Various envelope sizes, tabs, and transparencies are also available.

Pricing, Estimates, and Billing
Pricing
Print shop services are billed at no more than the actual costs involved. Keystone AEA, like schools, is a non-profit institution, and services exist for the convenience of the educators served. Printing and finishing prices are applied to all jobs at actual costs. Actual costs include paper, other supplies, labor, and equipment costs.
Estimates
Upon request Keystone AEA will give price estimates and wait for your approval before work is begun.
To request an estimate:
a. Complete a Production Request Form online or a hard copy form.
b. Check "Yes" after the line that reads, "Do you want a cost and time estimate for this job before it is produced?"
c. You need not send a purchase order when requesting an estimate.
Once we have received the materials you want printed, the cost will be computed and you will be notified of the amount. We will not begin the production of your job until you send instructions to go ahead with the work. If, upon receiving the estimate, you decide you would rather cancel the order, just let us know.
Unless an estimate is requested, work will automatically be completed and billed.
Reminder: Before the job can be produced we must have your purchase order number or your principal's signature. Ongoing purchase orders are recommended for convenience (Examples: "All printing for the month of October 2018 up to a maximum of $200" or "Laminating for Jane Smith for the 2018-19 school year."
Billing
Your job will be billed on an invoice which is sent to your school from Keystone AEA each month. This invoice includes Print Shop and Production billings as well as any other chargeable services your school received from Keystone AEA.
If you need production work done, but wish to pay for it yourself instead of your school, send a school purchase order so the work is school authorized and make arrangements with your school to pay for the items through the school. Keystone AEA will only bill schools and accept payment from schools. As a matter of policy Keystone AEA does not bill individuals or accept payment from individuals.
